The Lords: A new look that deserves to succeed

Jack Straw’s white paper on Lords reform represents the best set of proposals that the Labour government has yet produced on this subject. It is a serious and determined attempt to bring about fundamental reform of a kind advocated by all major parties in their 2005 election manifestos.
