A lesson to learn: Scottish health legislation

 

In 1998, the government appointed an Expert Committee, chaired by Professor Genevra Richardson, to review mental health legislation in England and Wales. A similar committee, chaired by the Rt Hon Bruce Millan was appointed in 1999 to review equivalent legislation in Scotland. These review processes, which began similarly, have had remarkably different outcomes.
